RTO reforms - 2015 (All the system will be in your pocket)
Transport minister of India "Nitin Gadkari" announced last month that Indian government is going to change entire RTO system.
In the new RTO system, you can get online license. In this process, you must create your profile after that, yo must fill online form and attach all the scan copies of necessary documents. In the new system, it is not necessary to drive vehicle in front the RTO. You can simply make video from anybody in your village and town while driving vehicle (according to all guidelines given on site), upload it to your profile. Total inspection will be online.
Every RTO will be provided with smart phones available with 'image recognition and bar code system'. Every RTO must check at least 10 vehicles daily. Record of each vehicle can be easily made by simply capturing image of license, vehicle with driver and details of type of violence of the law. And personal mobile number for communication with the "Central RTO system care" like customer care. Care will take review from the people. You can make compliant of any officer directly to CRTOSC. If you will get bad treatment from officer you should get allowances. All the penalties for violations of any law will get reformed by the end of the year. Because of this feedback system directly from center no one can interfere in this process.
All the officers will get remuneration of 20% of the penalties imposed on RTO law violators. So the total incurring salary of each officer will depend upon there efficiency and awareness. Also they will get rank on the basic of their performance and treatment given to the people. Rank will be automatically generated from the review of the people and number case's they solved. It will results in, less corruption, as RTO officer will get money as well as rank. so they will prefer the 2nd option instead of getting money only.
If any vehicle get checked more than 2 times in day by two different RTO's, people will get disturbance allowance. If the vehicle get checked 5 time in the month, special investigation team will see this case. And they will find out who is doing wrong either police or driver.
From now everyone can become detective. If any RTO officer or police misbehave with anyone, you should make photograph or video as evidence. You will get prize for it.
All the system will be in your pocket, everyone can make online F.I.R. and each video recorded statement will be valid. And any victim and suspect will see, and can ask the status of there case anytime. Also once online F.I.R. will be filed, record become non - destroyable.
In every district RTO office, there will be vehicle destroying system to destroy the vehicle. If any one who violate the too many laws, his vehicle will be destroyed and video will be uploaded on RTO's official website. Also if any teenager violates the laws, vehicle owner will be wholly responsible for the penalties, and his license will get cancelled.
